Chapter 7: March 28 - April 3, 2020

March 28 - 30, 2020

Northern Ireland release prisoners early

Nearly 200 prisoners were scheduled to be released from jail at the end of June 2020, and they were released today due to a reduction of staff and to mitigate the risk of COVID 19. About 1300 inmates will remain in the prison because they were convicted of higher crimes.[1]

Mali holds elections to fill roles after opposition leader was abducted

Mali voted on Sunday to elect 147 parliament seats. This election, which supposed to be held in 2018 to replace parliamentary roles from 2013, was delayed several times due to security concerns. “The abduction Wednesday of the veteran opposition leader Soumaila Cisse has also contributed to such fears.” The country has been facing war and the newly emerging coronavirus, killing their nation’s first person last Saturday. The wars have displaced 200,000 people, and 18 people were counted to be infected with COVID 19.[2]

Afghanistan announces negotiation team

As Taliban attacks at many locations throughout the northeastern province of Badakhshan, the Afghan government announced a negotiation team, involving 21 people on Friday. Three districts were captured, and 10 people of Afghanistan’s security forces were killed. The Taliban rejected the team’s first negotiation meeting attempt on Saturday.[21]

Police station bombings in Hong Kong

“A wave of action apparently intended to force the government to completely close the city’s borders with mainland China and supply more protective gear to residents in” Hong Kong has been manifested by bombing police stations. The first wave was in late January. Two police stations were targeted this morning at Sing Woo Road and Kwai Fong Street. An investigation is underway.[22]

The National Liberation Military announced a temporary cease-fire until April 30 that will begin on Wednesday. “U.N. Secretary-General Antonio Guterres called for a cessation in fighting last week.” Norway was the mediator of the truce between the Colombian Government and the National Liberation Military.[23]

Prisoners escape from Syrian jail

Islamic state prisoners rioted by tearing off doors. They “seized control of part of a large jail” in Hasakah city’s jail called Ghouiran prison last night. The US supported Kurdish prison did regain control of the prison Monday evening and the four prisoners, which escaped, were returned to prison. The attack was carried out in Garowe, Nugal of Somalia.[25]

Sierra Leone overturns 5 year law that banned pregnant girls from school

After the Ebola crisis in 2015, Sierra Leone passed a law which banned pregnant girls from school. “Teenage pregnancy is a huge issue in Sierra Leone. The UN children’s agency Unicef in a 2015 report found that 40% of girls are married before their 18th birthday.” The overturned law does not follow the customs of Sierra Leone as a journalist “asked whether she would keep her daughter in school if she became pregnant, the mother of two said emphatically: "No! She will stay at home."” Sierra Leone has endured political backlash from lawsuits to judicial declarations of discrimination, and the overturning of the law is ahead of the culture, which may be seen as rare.[26]

South Korea shuts down sex abuse group

On a mobile app called Telegram a chat room called “Nth Room” was ran by a man named Cho Joo-bin. “Nth Room” is a “sex crimes scandal that has shaken the country” of South Korea. “At least 74 people, including 16 underage girls, were tricked and blackmailed into sharing sexual images of themselves. “More than 260,000 members, who had paid in cryptocurrency to join the group and access content in an attempt to remain anonymous”, “paid up to US$1,200 to access” the pornography. Cho Joo-bin was arrested on March 20, and “the 24-year-old communications graduate was handed to prosecutors on March 25 and is facing charges of threats and coercion, abuse, and violations of the sexual abuse act, the privacy act, and the child protection act.”[27]
China has been proactive to investigate such situations in their country. “We are tracking down tips that reflect sexual assault of minors, and if there are websites or personnel in China, there will be punishment according to the law,” the National Office Against Pornographic and Illegal Publications announced on Saturday. “We welcome tips from media and the public to create a clean cyberspace.” They claim that no such website are based in China yet. “The websites were all based in foreign countries and were no longer accessible after the official investigation began”; however, The Beijing News did report Friday on “Chinese websites [that] were similar to the “nth rooms” in that they lured users to pay to watch pornographic content.” “These websites always have their servers abroad, so if one is shut down, they can quickly change to another one,” said Shaoxi, a feminist blogger in Beijing.[28]

March 31, 2020

Indonesia releases 30,000 prisoners

Indonesia announced that about 30,000 people will be released from prison to parole today. Their prisons are not sanitary and they are holding inmates at double their capacity. A reason for the overcrowded prisons is the nation’s focus to eradicate the illegal drug trade. The conditions of the release of prisoners is intriguing because people that have served two-thirds of their sentence qualifies for parole; furthermore, children are eligible for parole, if they have served half their sentence.[29]

Iranian natural gas line halts

Turkey’s importing natural gas line from Iran goes offline. The location of the explosion is in Turkey near the Bazargan border with Iran. Kurds are known for attacking gas lines in Turkey; however, “The pipeline has exploded several times in the past. “The line delivers about 10 billion cubic meters of natural gas to Turkey annually.”[47]

The Center for Disease Control and the Department of Homeland Security recommended a migration suspension of people "seeking to enter the US without proper travel documentation" according to statements of Customs and Border Protection, an agency within DHS; however, children was an exception of the ruling implemented early this month. On Monday a new statement enabled border control to reject and deport children.[48]

Nay Myo Lin, the editor-in-chief for Voice of Myanmar, was in court today for interviewing the head representative of the Arakan Army on March 27. "I was accused under two charges of the counter-terrorism law," he stated, leaving the courthouse. The Arakan Army is “a group demanding greater autonomy for the state's ethnic Rakhine people,” who was declared by the government as a terrorist group on March 23rd. “Clashes have left scores of civilians killed, hundreds injured and about 150,000 displaced since January last year, and both sides have traded allegations of abuse.”[50] He faces a sentence of three years to life in prison.

Refugee status in Greece

At least 1,974 refugees, which are mostly from Turkey, are in Greece. These entered Greece before “a March 1, 2020 government decree suspending access to asylum for 30 days for people who irregularly entered the country.” Greece are “denying them the right to lodge asylum claims”, but two newly assembled detention sites were prepared for the nearly two thousand refugees. The detention sites are also “severely limited access to water, electricity, hygiene products, clothing, and blankets”.[51]

Juan Guaido is summon on charges of “attempted coup” because Cliver Alcala, who served under president Hugo Chavez, followed "direct instructions from Mr Juan Guaido" to import weapons from Colombia. These weapons were seized early last week, and “Alcala claimed ownership of the weapons discovered by police in Puerto Viejo in Colombia's Magdalena department on March 23.” Juan Guaido is due in court on Thursday.[52]

California implements plan to limit Coronavirus risks in prisons

California has “implemented a suspension of intake by county prisons” as they announce a 30 day plan to release inmates early, evaluating those who are set to finish their sentence within the next thirty days and sixty days. People, who are serving for nonviolent crimes, will be considered first. The state estimates that 3,500 prisoners may be released early. This plan was composed to limit Coronavirus risks in the state prison system.[53]

China Xichang Forest Fire update

There is no update on progress of containment of the fire according to the article that I summarize. The local government within Xichang, Sichuan reported that eighteen firefighters and one forestry guide has died in combatting the fire.[68]

Zabihullah Mujahid, a spokesman for the Taliban, visited Kabul to negotiate a prisoner exchange, saying "One hundred prisoners will be released in first batch, then both sides will assess whether releasing 100 per day is working out well or not." The Taliban offense has not reduced as a vehicle was targeted by a landmine today in the southern province of Helmand. Eight people were killed in the bombing, including children.[71]

“Marriott has 7,300 hotel and resort properties across 134 countries, including the Ritz-Carlton, Sheraton and Westin chains”, and the company revealed yesterday that up to 5,200,000 customers may have had their data breached, which “may have included names, addresses, phone numbers, birthdays, loyalty information for linked companies like airlines and even room preferences.” Marriott is determining whether “card information, passport numbers or driver's license information was accessed.” This is their second customer data breach in two years.[72]

April 2, 2020

US deploys Navy to combat drug trade in the Caribbean

I reported on the 26th of March 2020 that Venezuela illegally delivers about 250 tons of cocaine to the United States annually.[73] As tensions rise in Venezuela and Juan Guaidó is due in for his court hearing today, the US military deploys the Navy to limit the illegal drug trade at the Caribbean. The FARC drug lords of Colombia have been harbored by Venezuela to maintain the flow of the drug trade.[74]

Measles virus is a greater concern in DR Congo than COVID 19

Children has suffer the most casualties to the Measles virus outbreak in DR Congo. It is reported to be the worst in the world as it has claimed 6,300 lives of children, since the beginning of 2019. Thousands more have been infected. This epidemic has been the most deadly for the country.[75]

Femicide is the killing of women. Argentina has been locked down for the coronavirus since March 20th, and the country has endured six deaths already. "Femicides don't stop in quarantine, and neither does our rage," the feminist group, Ni Una Menos (Not One Less) asserts. “One woman was killed every 29 hours in March, for a total of 24 femicides, according to the observatory that tracks reports in the media.”[76]

India’s government has blacklisted 960 foreigners, cancelling their visas for participating in Tablighi Jamaat activities. The conditions of their visas banned them from such activities.[78] “Tablighi Jamaat, which means 'the Society for Spreading Faith', is an Islamic missionary movement which aims to encourage Muslims to return to practising their religion during the lifetime of the Islamic prophet Muhammad, and particularly in matters of ritual, dress, and personal behavior.”[79]

The World Health Organization has “sustained digital bombardment by hackers seeking information about the [COVID 19] outbreak.” A Reuters report cited that United Nation’s health agency has endured more than a 100% increase of hacking attempts due to the coronavirus on March 2. WHO has identified that the hackers are motivated by Iran, saying that they have been phishing for their passwords by mimicking Google websites.[80]

Kenya releases nearly 5,000 prisoners to ease risk of coronavirus

Kenya has dismissed 4,800 inmates during March, prioritizing “those who are in prison for a short term and those who have been there for a long time but have just about six months and below to go," Petty offenders were a focus of the evaluations. The goal of the effort was to establish a decongested prison system to reduce the risk of COVID 19 infections.[81]

Latin America warned of COVID 19 overcrowded prisons risks

Human Rights Watch warned Latin American countries that if COVID 19 gets into the prisons the virus would spread very quickly, putting staff and the community at risk. Many of these countries have not locked down the prisons or implemented protection policies. If they release prisoners after the virus gets in the jails, the spread would continue to the communities that they return to.
Hundreds of prisoners have escaped from facilities in Sao Paulo, Brazil on March 16th, and on March 18th a jail in Venezuela endured riots, resulting in the death of 10 inmates “after authorities canceled access to visitors, who provide detainees with food.” 84 escaped from the Venezuelan prison. “At least 40 people died in connection with the protests in Colombia, Venezuela, Argentina, Peru, and Brazil.”[82]

COVID 19 testing is lagging as funeral system is struggling in Ecuador

Municipal officials said that 400 dead people have been picked up from residents’ homes and the streets in the past three days as Ecuador reports more than 3,000 Coronavirus cases in total. The ratio of cases to death show that testing is lagging. The city that is the epicenter of the crisis in the country is Guayaquil. The struggling funeral system has forced people to keep their dead family members in their homes or place them on the street.[83]

Libyan government carries out counterattacks

The Libyan government’s military, which is supported by the United Nations, is called the Government of National Accord. Turkey supplies them militarily. Libya’s air force performed airstrikes, destroying warplanes, tanks, and other armored vehicles and artillery of the Libyan National Army at an airbase west of Tripoli. The Libyan National Army is led by General Khalifa Haftar. “Haftar's forces are allied with Egypt and the United Arab Emirates”, warring for power in Libya since Moammar Gadhafi was dethroned in 2011. The Government of National Accord also reported that their counterattack to the Libyan National Army killed 20 rebels for not observing the UN’s global ceasefire.[84]

The US Navy aircraft carrier Theodore Roosevelt is enduring a Coronavirus outbreak. The first case was reported about ten days ago. All crew members cannot be evacuated due to the nature of the aircraft carrier. Approximately one thousand sailors were quarantined yesterday on a naval base on Guam with a total of 2,700 being evacuated by the end of the week. 93 sailors tested positive of COVID 19.[85]

Venezuelan navy coastal boat sinks after collision with a cruise ship

RCGS Resolute of Columbia Cruise Services was “carrying out routine engine maintenance in international waters more than 13 nautical miles (24km) from La Tortuga”, when it had receive an order to change direction by Naiguata, a Venezuelan navy coastal boat. The following is a quotation of a statement of the German company:
"While the master was in contact with the head office, gunshots were fired and, shortly thereafter, the navy vessel approached the starboard side at speed... and purposely collided with the RCGS Resolute," it added. "The navy vessel continued to ram the starboard bow in an apparent attempt to turn the ship’s head towards Venezuelan territorial waters."
The collision left minor damage to the cruise ship, since its hull is reinforced for sailing in icy water; however, the patrol boat began “taking on water after hitting its bulbous bow.”
Venezuela "did not rule out" that the cruise ship "was transporting mercenaries to attack military bases” as “President Maduro said an investigation had been launched and he expected "maximum collaboration" from authorities in Curaçao.” The country stated that Naiguata’s crew were all rescued.[86]

Man, plotting attack on the White House, pleads guilty

A 23 year old man changed his name to Hasher Jallal Taheb after he was radicalized according to a neighbor, tipping local police. Hasher opened up to a man about his plans to attack “the Washington Monument, the Lincoln Memorial and a synagogue in Washington”, when he was trying to sell his car. After the man informed the FBI, Taheb was arrested in January 2019 after arriving at a parking lot, where he arranged to obtain weapons, including “an AT-4 anti-tank weapon, explosives and assault rifles.” Hasher did not plead guilty until this week, and his sentence hearing is scheduled for June 23, 2020.[87]
